THE HIGHLAND COUNCIL
PROPOSE TO CONSTRUCT A BUILD OUT (UNCONTROLLED PEDESTRIAN CROSSING) AND TWO SHORT SECTIONS OF FOOTPATH ON MAIN STREET, C1045 LYBSTER
NOTICE IS HEREBY GIVEN that The Highland Council, in terms of the powers contained in section 39A of the Roads (Scotland) Act 1984 as amended and of all other powers enabling them in that behalf propose to construct a build out (uncontrolled pedestrian crossing) on Main Street, C1045, Lybster as follows:
- 21 metres or thereby south of the Young Crescent, C1045 Main Street junction, Lybster.
The road narrowing is on both sides of the road at the same position along the carriageway by constructing a build out 1.8 metres wide flushed to the footpath at the west side of the carriageway and a build out on the east side of 0.5 metres flushed to the footpath. The build out has an upstand to math existing kerb levels and is 6.9 metres in length reducing the carriageway width to 3.5 metres kerb to kerb. Road signs and road markings will be installed as per the Traffic Signs Regulations and General Directions 2016. The priority is given to vehicles traveling in a southerly direction.
Additionally, footpath improvement works are proposed at the same time by Lybster Community Centre, providing a continuous footway on both sides of Main Street and a dropped kerb uncontrolled crossing point at the Community Centre. These works are not considered traffic calming and they do not require consultation under the Roads (Scotland) Act 1984 but have been included for public comment.

Comments and objections
All objections to the proposals must be made in writing and must specify the grounds of objection on or before 23rd of October 2023.
