Description
A development brief has been prepared for the Inshes and Raigmore area of Inverness. The development brief guides the delivery of development sites in the area alongside active travel network improvements and enhancing green networks. Following adoption by us in February 2015 it now carries the same weight as the development plan in the determination of planning applications.
The development brief aims to address key challenges and opportunities in the area, principally:
- The delivery of increased capacity on the local transport network to relieve congestion and accommodate future development by the delivery of Inshes Junction Improvements Phase 2
- A solution to reduce flood risk associated with the Dell Burn
- Links with Transport Scotland’s A9/A96 Connections Study
- Improved walking, cycling and public transport connections
- Enhancement of green networks
- Completion of the existing Inshes Retail Park
- Integrated and sustainable expansion of Inshes Retail Park
- Enabling business development at land south of Police Scotland
Parts of the city included in the brief area map are the Raigmore Hospital Campus, Beechwood Business Park, Inshes Retail Park and Police Scotland Offices.
Preparation of Development Brief
Issues and options consultation
An initial consultation was held between the 30 May and 31 July 2014 on development opportunities and transport improvements in the Inshes and Raigmore areas of Inverness.
Comments received have informed the content of the draft development brief:
Comments received on the related Inshes Junction Improvements Phase 2 project will be considered at the next design stage. This will be progressed following Transport Scotland announcement of a preferred route for the A9/A96 connections study.
Draft development brief consultation
A consultation on a draft development brief was held between the 15 September and 27 October 2014. Comments received during the draft development brief consultation and the earlier Issues and Options Consultation have informed the content of the development brief.
The finalised development brief and responses to comments received to the draft development brief were agreed by the Council’s City of Inverness Area Committee on 2 December 2014. After that statutory adoption procedures began. This involved sending the brief and an explanation of public consultation undertaken to Scottish Minsters.

Adoption of the finalised development brief was agreed by the Council’s Planning, Development and Infrastructure Committee on 18 February 2015.
