Planning performance

Under the Planning (Scotland) Act 2019, all planning authorities must publish an annual report on their performance.

In 2024/25, we took part in a national pilot to test a new approach to performance reporting. This was developed in collaboration with the National Planning Improvement Champion.

Our first National Planning Improvement Framework (NPIF) report covers the period 2023/24. We partnered with Argyll and Bute Council for this pilot, which, along with the work of other cohorts, provided an opportunity to learn from others and share best practices. 

How the report was developed

The NPIF report was created through a self-assessment process, followed by a peer review. The peer review group comprised stakeholders from various sectors and interests in planning.

The report shows we are involved in a continuous process of improvement and reflects our commitment to innovation and the modernisation of service delivery.

The self-assessment focused on 12 attributes of a high-performing planning authority. These are grouped under 5 themes:

  • People
  • Culture
  • Tools
  • Engage
  • Place

External facilitation was provided by Planning Aid Scotland. The process helped us identify strengths and areas for improvement.
