A meeting of the Community Planning Board will take place in the St Kilda Room, Great Glen House, Leachkin Road, Inverness, on Monday, 13 October 2014, at 2.30 p.m.

As a Community Planning Partner, you are invited to attend the Board meeting and a note of the business to be considered is below.

2. Minutes of Meetings         

i. Community Planning Board

There are circulated for approval Minutes of the last Meeting held on 5 June 2014.

ii. Community Planning Partnership (CPP) Chief Officers Group

There are circulated for reference Note of Meeting held on 18 June 2014 and draft Note of the last Meeting held on 22 September 2014.

3. Presentation – Digital Highlands and Islands

Mr Stuart Robertson, Director, Digital Highlands and Islands, Highlands and Islands Enterprise, will give a presentation on progress with the rollout of broadband coverage in the Highlands.

4. Delivering Partnership Outcomes            

i. Performance Reports

The following performance reports are presented: 

a. Economic growth and recovery (HIE)   
b. Employability (HC)      
c. Early years/Children  (HC)     
d. Safer and stronger communities (Police Scotland) 
e. Health inequalities and physical activity (NHSH) 
f. Outcomes for older people (NHSH)   
g. Environmental outcomes (SNH)    
h. SOA Development Plan (HC)    

The Board is asked to scrutinise the progress reported.


ii. Refreshed Delivery Plans for 2014/15

The following refreshed delivery plans are presented: 

a. Economic growth and recovery (HIE)

d. Safer and stronger communities (Police Scotland) 
e. Health inequalities and physical activity (NHSH) 
f. Outcomes for older people (NHSH)

The Board is asked to approve the revised delivery plans.

5. For Highland’s Children 4

The Director of Care and Learning, the Highland Council, will give a briefing on For Highland’s Children 4, the Integrated Children’s Plan, now agreed between the Council and NHS Highland.

6. Public Health Annual Report

The Director of Public Health will present the Public Health Annual Report for Highland, which can be found at:

7. Supported Self-assessment – Questionnaire Results

There is circulated report dated 26 September 2014 by the Corporate Performance Manager, the Highland Council, advising that the Community Planning Board, supported by the Improvement Service, has completed the first stage of a self-assessment process in the form of an on-line questionnaire based on the Improvement Service Partnership Checklist.  The report presents the outcome of the questionnaire responses for consideration and to agree next steps.

The Board is asked to:

i. consider the results of the Partnership Checklist Questionnaire;
ii. agree that improvement actions already in place will address the main areas of weakness identified;
iii. agree to use the on-line survey as a baseline for any future reviews of progress of agreed improvement actions; and
iv. note that further self-assessment is planned around the themes identified in 4.2 of the report and that there should be scope for District Partnership input in the future.

8. EU LEADER Programme

There is circulated report dated 6 October 2014 by the Director of Development and Infrastructure, the Highland Council, on the new Highland LEADER Programme 2014-2020, seeking approval of the Local Development Strategy and Business Plan to be submitted to the Scottish Government.

The Board is asked to:

i. approve the Highland LEADER Programme 2014-2020 Local Development Strategy and Business Plan; and
ii. note that an annual report on progress with the Highland LEADER Programme 2014-2020 will be presented to the Community Planning Board.

9. Capturing Progress in Community Planning

The Board is advised that a request has been received from the National Community Planning Group (NCPG) for an update, to be received by 13 October 2014, describing, in terms of each CPP’s development priorities:
• what action the CPP and its partners have taken and what they have achieved
• any further development work the CPP and its partners are now undertaking or planning.

The Partnership is also asked to let the NCPG know if there is further support required to assist in its development work.

It is recommended that a response be submitted to the NCPG based on the progress and future plans reported at this meeting.

10. Future Meeting Dates

The next meeting will be held on Friday, 5 December 2014, at 10.00 a.m., in the Highland Council Headquarters, Inverness.

The Board is asked to agree the following dates in 2015, with all meetings commencing at 10.00 a.m.:
