A meeting of the Highland Public Services Partnership Performance Board will take place in Committee Room 2, Highland Council Headquarters, Glenurquhart Road, Inverness on Thursday, 12 December 2013 at 10.00am.

As a Community Planning Partner, you are invited to attend the Board meeting and a note of the business to be considered is attached.

BUSINESS

1. Apologies for Absence

2. Minutes of Meeting

There are circulated for approval Minutes of the last Meeting held on 13 September 2013.

3. Community Planning Structure and Accountability Review

There is circulated Report dated 5 December 2013 by the Head of Policy and Performance, Highland Council, which provides an update on the proposed working arrangements for the structure and accountability review.

The Board is asked to:-

i.   note the actions progressed from the last meeting, the actions underway and that further action is to be programmed for the structure review as set out in paragraph 2.3 to the report;
ii.   agree the amendments to the remit for the Chief Officers’ Group arising from its first meeting and as set out in paragraph 3.2 as contained in the report; and
iii. agree if any changes are required to the purpose of the Board and to re-consider the title of the Board which was ‘Performance Board’ to reflect its wider leadership role in public service reform.

4. Delivering Partnership Outcomes

The following up-dates are provided by Responsible Officers against the delivery plans for the Single Outcome Agreement (SOA) and on developing partnership working.  When all delivery plans are finalised, performance reporting will be standardised, including reporting against performance indicators.

4. Safer and stronger communities    
5. Health inequalities and physical activity   
6. Outcomes for older people     
7. Environmental outcomes     
8. SOA Development Plan    

The Board is asked to scrutinise the progress reported.

5. Joint Resourcing Information Requested for the National Community Planning Group

There is circulated Report dated 3 December 2013 by the Head of Policy and Performance, Highland Council, which includes the submission made to the Scottish Government on 28 November on joint resourcing in the Highland Community Planning Partnership (CPP).

The Board is asked to consider the submission and to note that further work on joint resourcing will be taken forward through the thematic groups and that this will be supported through the new CPP structure.

The Board is also asked if they want to identify who should present the case studies at the Convention of the Highlands and Islands meeting and the scope to be covered.

6. Presentation from Audit Scotland on Auditing Community Planning: the next steps

A presentation will be undertaken by Mr Mark MacPherson, Senior Manager, Audit Scotland along with Ms Joni McBride, Auditor, to answer any questions that Board Members may have. 

A copy of the presentation is circulated separately.

7. Date of Next Meeting

The next meeting will be held on 5 March 2014, Highland Council Headquarters, Inverness.
