A Meeting of the Highland Public Services Partnership Performance Board will take place in Well of the Chamber, Highland Council Headquarters, Glenurquhart Road, Inverness on Friday, 13 September 2013 at 10.00am.

BUSINESS

1. Apologies for Absence

2. Minutes of Meeting

There are circulated for approval Minutes of the last Meeting held on 6 June 2013.

3. Single Outcome Agreement Development

There is circulated Report dated 4 September 2013 by the Head of Policy and Performance, Highland Council, which confirms the process for finalising the Single Outcome Agreement, including the development actions now required.

a) Feedback from the Quality Assurance Panel and sign off from the Minister
b) SOA development plan in response to the feedback

The Board is asked to note the positive feedback from the quality assurance panel and that the SOA is agreed by the Scottish Government, with CPPs likely to be asked for views on the quality assurance process. 

The Board is also asked to consider whether they want to develop the draft development actions further at this time.  Progress against them will be considered under the next item on the agenda for this Board meeting.

4. Community Planning Structure Review – Update

There is circulated Report dated 4 September 2013 by the Head of Policy and Performance, Highland Council, which provides an update on the proposals so far for reviewing community planning arrangements by theme and seeks consideration was to whether any changes are required to the community planning structure being designed.

In this regard, the proposed Community Planning Structure is as follows:-

a) Remit and Membership of the Highland Public Partnership Performance Board, Chief Officer Group and Theme/Policy Groups

b) Proposed working arrangements by theme/policy area

i.  Safer Highland       
ii.  Environment      
iii. Economic Recovery and Growth   
iv. Employment      
v. Early years/children     
vi. Older people      
vii. Update on equalities     
viii. Community learning and development  
ix. Property/shared services – defer to December meeting
x. Europe – defer to December meeting 

c) Next steps

 The Board is asked to:-

i. note that our approach to reviewing our governance and accountability arrangements is regarded as a strength by the quality assurance panel;
ii. confirm if they want any changes to the purpose or membership of the Partnership Board;
iii. confirm if they want any changes to the purpose of the Chief Officers Group;
iv. hear the early proposals from Lead Officers on getting partnership arrangements fit for the theme group purpose and to feedback views on proposals;
v. review whether any changes are needed to the frequency of Board meetings and whether thematic leads should also attend Board meetings;
vi. note that a report will be brought back to a Board meeting with proposals on a systematic approach to self-evaluation for the partnership; and
vii. advise if partners wish to make use of the Council’s Citizens’ Panel with appropriate resource contributions.

5. Presentation – Highland Third Sector Partnership

A Presentation will be undertaken by representatives from the Highland Third Sector Partnership in regard to their purpose and role in community planning.

6. Presentation – Children’s Services Inspection

A Presentation will be undertaken by Mr Marc Hendrikson, Senior Inspector, from the Care Inspectorate on the current children’s services inspection. 

In this connection, there is circulated Joint Report dated 3 September 2013 by the Director of Health and Social Care and Director of Education, Culture and Sport, Highland Council, which provides notice to the Community Planning Partnership of a joint inspection of children’s services in Highland, due to take place in October/November 2013.  The inspection will examine how well public services work together to improve outcomes for children, especially children in need.

The Board is asked to note the inspection process.

7. Carbon CLEVER Highlands

Members are advised that the Council will be hosting a conference on 8 November 2013 on how to achieve a carbon neutral Inverness in a low carbon Highlands by 2025.  In this regard, a programme and invitations will be circulated to Members in due course.

The next meeting will be held on Tuesday, 17 December 2013, Highland Council Headquarters, Inverness.
