Highland Community Planning Partnership Board

A meeting of the Community Planning Board will take place in the Council Chamber, Council Headquarters, Glenurquhart Road, Inverness on Friday 16 December 2016 at 10.00 am.

As a Community Planning Partner, you are invited to attend the Board meeting and the business to be considered is noted below.

i. Community Planning Board

There are circulated for approval Minutes of the last Meeting held on 7 October 2016.

ii. Chief Officers’ Group

There is circulated for reference draft Note of the last meeting held on 11 November 2016.

3. Values and Behaviours – how the Community Planning Partnership will operate and scene setting for the future

There are circulated the Shared Values and Behaviours for Community Partnerships previously considered by the Board together with the Values and Principles that it was agreed be used in discussion to guide proposals for local community planning.

The Chair will lead a discussion on this item.

4. Local Outcome Improvement Plan (LOIP) - Development Plan

There is circulated Report No CPB/12/16 dated 8 December 2016 by the Acting Head of Policy, Highland Council, on behalf of the LOIP Subgroup, which provides a summary of the requirement on Community Planning Partnerships to develop a Local Outcome Improvement Plan and sets out proposals for how to take this forward for the Highland CPP.

The Board is invited to:-

i. note the duty on the Community Planning Partnership to develop a Local Outcome Improvement Plan; and
ii. agree the proposed approach for taking this forward in Highland which includes:

• Principles to guide development
• Timetable for development
• Initial outcomes and framework development

5. New arrangements for the CPP Board and Chief Officers’ Group

There is circulated Report No CPB/13/16 dated 8 December 2016 by Alison Clark, Acting Head of Policy, Highland Council, which asks the Board to agree to inviting the other bodies named in the Community Empowerment Act to participate in the Board and Chief Officers’ Group.

The Board is invited to agree that the Chair of the Board write to the named organisations and invite them to participate in the Highland Community Planning Partnership and that this should include a representative from the Further Education Regional Board.

6. Developing Local Community Partnerships

i. Community Partnership Development – Update

There is circulated Report No CPB/14/16 dated 8 December 2016 by Alison Clark, Acting Head of Policy, Highland Council, on behalf of the Community Partnerships Subgroup, which provides the Board with an update on the development of Community Partnerships across Highland and the accompanying documentation which has been developed to support these Partnerships.

The Toolkit referred to in section 2 of the report will follow.

The Board is invited to:-

i. agree the Toolkit developed to support Community Partnerships, including the Planning Framework and use of SHANARRI to structure local outcomes;
ii. agree to establish a website for the Community Planning Partnership as outlined in section 3 of the report;
iii. agree to establish and support a network for the Chairs of the Community Partnerships as outlined in section 5 of the report; and
iv. consider if any further support may be required for Community Partnerships.

7. Delivering Partnership Outcomes

The following updates are provided by Responsible Officers on progress within the themed groups, as well as the SOA Development Plan, and how this work will be carried forward into the life stages approach proposed for the Local Outcomes Improvement Plan:-

viii. Community Learning and Development (Bill Alexander, HC)
ix. SOA Development Plan (Alison Clark, HC)

The Board is asked to scrutinise the progress reported.

8. Dates of Future Meetings

It is proposed that the Board meet on the following dates in 2017:-

Wednesday 7 June 10.00 am – 1.00 pm
Wednesday 4 October 10.00 am – 1.00 pm
Tuesday 19 December 10.30 am – 1.30 pm
