Meeting of the Highland Licensing Forum on Thursday, 23rd August, 2018 at 14.00hrs, Committee Room 2 ,Highland Council, Headquarters.

Present: Ramsay McGhee(Chair), Gordon Clelland, Pat Hayden, Liz Smart, Gillian Gunn, Derek Wilson, Bruce Gray, Sharon Williamson and Ian Cox.

Apologies: David Inglis, Janet Home, and Carolyn  Hunter-Rowe.

No Formal Agenda was present for this meeting which was to approve previously circulated papers concerning the Forum’s submission to the Highland Licensing Board in respect of the current Policy Statement review exercise.

Current Overprovision Policy.- Liz Smart spoke to her Report giving 4 options in respect of the Board’s current overprovision. The majority Forum decision was to maintain the status quo as outlined in option 1. It was further noted that Option 4 was supported by NHS(Liz Smart ) and Women’s Aid ( Gillian Gunn).

Forum Papers concerning Children and Young Person’s access; Premises seeking to open prior to confirmation under Occasional Licences; Best Practice for Voluntary Organisations; Staff Training Records at outdoor Events; Policy for Distilleries and Specialist Alcohol producers for early opening; Generic policy for Festive Hours.

All papers were supported unanimously by those Forum members present.

 

Police Scotland Papers- Drugs Policy for Highland Premises and Duty of Care Policy.

Bruce Gray spoke to two papers which would form a separate submission to the Clerk to the Board from Police (Scotland). These concerned a duty of care policy and a Drugs Policy template for use by Highland premises. Both papers found universal support from the Forum membership as either insertions in the Policy as best practice or specific local licensing conditions attached on a case by case basis to Premises and potentially Occasional Licence Applications.

 

Action- Ian Cox to forward approved submissions to Susan Blease, Clerk to Highland  Licensing Board.

Date of next meeting will be joint Meeting with Highland Licensing Board, to be circulated once fixed.
