BUSINESS

1. Apologies for Absence

Members are asked to consider whether they have an interest to declare in relation to any item on the agenda for this meeting. Any Member making a declaration of interest should indicate whether it is a financial or non-financial interest and include some information on the nature of the interest. Advice may be sought from officers prior to the meeting taking place.

3. Tourism Infrastructure Plan

There is circulated Report No TC/03/20 dated 18 September 2020 by the Executive Chief Officer Infrastructure and Environment.

The Committee is asked to note:-

i. the range of tourism infrastructure that is already provided in Highland;
ii. the initial observations of where there may be considered to be gaps in provision; and
iii. and consider how further gaps might be identified and who else might be involved in this process.

4. Visitor Management Plan

There is circulated Report No TC/04/20 dated 23 September 2020 by the Executive Chief Officer Infrastructure and Environment.

The Committee is asked to note the issues identified by each service in the appendices to the report and approve the:-

i. continuation of the cross-service officer group to identify possible solutions and make recommendations on how to address the issues identified;
ii. production of a Visitor Management Plan for 2021 to be presented to this committee at the earliest opportunity; and
iii. modification of the immediate Plan to consider longer term requirements in a 5-year Visitor Management Plan.

5. Motorhomes and Wildcamping

There is circulated Report No TC/05/20 dated 23 September 2020 by the Executive Chief Officer Infrastructure and Environment.

The Committee is asked to note the:-

i. range of problems reported during summer 2020 related to informal or “freedom camping” in motorhomes and wild camping in tents;
ii. differing legal positions related to these two activities and how this will necessitate differing approaches to identifying solutions; and
iii. proposals for working with partners to find ways of addressing these issues in advance of the 2021 season.

6. Rural Tourism Infrastructure Fund

There will be a verbal update by the Principal Tourism & Film Officer.
