3. New Years Honours

Members are advised that the following individual has been recognised in the New Year’s Honours List: -

Paula Morag Lloyd, for services to the Vulnerable in Inverness during the Covid-19 Response (Inverness).

4. Spaces for People – Updates and Next Steps

There is circulated Report No. CIA/2/21 dated 3 February 2021 by the Executive Chief Officer, Infrastructure and Environment.

The Committee is invited to:-

i.     consider the progress made to implement the Spaces for People Highland project to support physical distancing during the pandemic; 
ii.    note the outcome of monitoring of interventions; 
iii.   note that work is progressing on schemes for Riverside Way & Millburn Road through the Inverness City Active Travel Network project; 
iv.    agree to retain the four key interventions in Inverness whilst Government recommendations for physical distancing remain in place, including extending Temporary Traffic Regulation Orders under Coronavirus legislation, if required; 
v.     agree for officers to develop design options for a permanent street change for Academy Street for consideration at a future committee, and 
vi.    agree for officers to develop design options for a permanent street change around Inverness Castle for consideration at a future committee. 

5. Events and Festivals

There is circulated Report No. CIA/3/21 dated 28 January 2021 by the Executive Chief Officer, Transformation.

The Committee is invited to:- 

i.     agree the vision, values and objectives detailed in Appendix 1; 
ii.    agree to preserve the current events & festivals budget in the sum of £0.303m to support the development of a refreshed events and festivals programme;  
iii.   note that the governance arrangements with scrutiny through the Events and Festivals Working Group, with annual reports to CIAC will continue; and
iv.    note the next steps as detailed in section 7.1 of this report and that a subsequent paper will be presented at the May 2021 CIAC.

6. Housing Revenue Account: Garage Rents 2021/22

The Committee is invited to agree a level of rent increase to apply to Inverness Garages and Garage Sites.

The Committee is invited to:-

i.     consider the Inverness Common Good Fund final monitoring report for 2019/20 and balance sheet as at 31st March 2020; 
ii.    consider the financial monitoring report to 31 December 2020; and note that overall expenditure is within agreed budgets; and
iii.   scrutinise the current status of capital projects.

c) ICGF Budget Setting for 2021/22 and Capital Programme

There is circulated Report No. CIA/7/21 dated 2 February 2021 by the Executive Chief Officer, Resources and Finance and Executive Chief Officer, Communities and Place.

The Committee is invited to agree the Common Good Fund budget for 2021/22 detailed within the report and Appendices
