Council publishes Sexual Entertainment Venue Policy after Licensing Committee move to licence venues

Following a Committee resolution last year to licence Sexual Entertainment Venues (SEVs) The Highland Council is now required to publish an SEV policy.

The responsibility of licensing certain activities, including Sexual Entertainment Venues (SEVs), is delegated to The Highland Council. Licensing Committee.

Under the Civic Government (Scotland) Act 1982, the Local Authority is required to produce a Sexual Entertainment Venue Policy where it has passed a resolution to licence SEVs.

On 26 October 2021, following a wide scale evidence gathering process, the Committee passed a resolution to licence Sexual Entertainment Venues within the Highlands, coming into effect on 1 January 2023. The Committee is therefore required to produce a Sexual Entertainment Venue Policy.

On 26 October 2021, the Committee also agreed to instruct the preparation of a draft Sexual Entertainment Venue Policy Statement for public consultation and to carry out an evidence gathering process on the draft Policy.

This draft Policy identifies the Committee’s potential approach to the regulation of SEVs and the processes to be followed relating to applications for licences of this kind. It is intended to provide guidance for applications and members of the public on the licensing of SEVs. Download a copy of the draft policy.

In disclosing responses the Council will take appropriate steps to redact personal data subject to relevant provisions of the 2019 and 2002 Acts.
