Consultation on the disposal of common good properties in Fortrose and Rosemarkie.

The Highland Council has today (Monday 4 August 2025) launched two statutory Community Empowerment (Scotland) Act 2015 consultations giving the Fortrose and Rosemarkie residents until 29 September 2025 to respond to the proposals to dispose, by lease of common good properties.   

The properties subjected to the consultations are the Rosemarkie Caravan Park and Fortrose Golf Club Car Park, both located at the foreshore of Rosemarkie Bay and owned by the Council in terms of the Royal Charters, and as such, considered to be common good land.   

The Rosemarkie Caravan Park consultation relates to a lease extension to the existing tenants to operate the site for a further 30-year period.  This will continue to provide tourism provisions in the area.   

The Fortrose Golf Club Car Park consultation also relates to a lease extension, which will allow the provision of car parking facilities for golfing members.  The lease proposal is for 20-years.   

Both proposals would see a sustainable income to the Fortrose and Rosemarkie Common Good Fund which have been negotiated at market rates.      

The Council is keen to hear the views of Fortrose and Rosemarkie residents on the proposals, to continue to use common good land for tourism and recreational purposes which has been for many years.  All submissions will be given full regard before a decision is taken.  The consultation representations and responses including final decisions will be published on the Council’s website.   

The consultation documents and information on the process to dispose or change the use of common good property is available on www.highland.gov.uk/common-good-asset-changes.  Residents are asked to respond to the consultation proposals separately.
