Pay and display parking at Highland Council HQ car park

HQ Parking Signs
HQ Parking Signs to be introduced

Highland Council is introducing pay and display parking at its headquarters car park as part of its Decriminalised Parking Enforcement Schemes.

Cllr Allan Henderson, Chair of the Council’s Community Services Committee said: “This change has come from a savings proposal agreed by Council in the December 2014 budget for implementation in 2015/16 to save £20,000 per year. The main benefits of this change are better management of the car park and savings to the Council.”

The new parking enforcement arrangements are being introduced as soon as ticket machines are installed and operational. A Traffic Order has been made which includes the HQ car park as a shared use permit and long-stay pay and display car park.

Work is ongoing to include Eden Court Car Park in the enforcement activity to ensure continuity between the headquarters buildings and at the Cathedral car park.

Any misuse of the car parks will lead to £60 Penalty Charge Notices being issued by Parking Enforcement Officers. For example if a permit is not displayed, if a vehicle is parked outside of a bay or no pay and display ticket is purchased.

Members of the public will be permitted to use the car parks using pay and display on Mondays to Friday from 4pm to 8am, and all day Saturday and Sunday. Parking charges will be: up to 3 hours £2; over 3 hours up to 10 hours £4; and over 10 hours up to 24 hours £5.

Once the scheme is operational all visitors to Council headquarters will have to log their car registration number with reception if they do not have a parking permit.
