Review of Proposal to Discontinue Provision of Education at Kinlochewe Primary School
We have published our Final Consultation Report on our proposal to discontinue the provision of education at Kinlochewe Primary School.
The original consultation on the proposal ran from 13 January 2025 to 28 February 2025.
The Final Consultation Report is to be submitted to the Council’s Education Committee on 4 June 2025.
Council officials have reviewed:
- all of the submissions
- the note of the meeting
- and the Education Scotland report
- and have had special regard to:
- alternatives to closure
- the community impact
- and the impact of travelling arrangements
After carrying out the above review, we have concluded that the proposal to close Kinlochewe Primary School offers educational benefits and should be implemented. Officials will recommend this to the Committee.

Between now and 2 May 2025, members of the public are invited to provide comments, which will be tabled at the June meeting of the Education Committee. This will allow Elected Members to take into account any further representations in relation to the recommendation contained within the Consultation Report before agreeing a decision.

Gaelic Medium Catchments for Craighill Primary School and Tain Royal Academy
We have published the Final Consultation Report on our proposal to establish Gaelic Medium catchment areas for Craighill Primary School and Tain Royal Academy.
The public consultation ran from 20 January 2025 to 7 March 2025.
The Final Consultation Report is to be submitted to the Highland Council’s Education Committee on 4 June 2025.
The Council has reviewed:
- all of the submissions
- the note of the meeting
- the Education Scotland report
After carrying out the above review, officials have concluded the proposal offers educational benefits and should be implemented, but with one change from the original proposal. The new Gaelic Medium catchment is to be widened to include the area covered by the Golspie Associated School Group. We will recommend this to the Committee.

Review of Proposal to Discontinue Provision of Education at Badcaul Primary School
We have published our Final Consultation Report on our proposal to discontinue the provision of education at Badcaul Primary School.
The original consultation on the proposal ran from 26 August 2024 to 11 October 2024.
A report reviewing the consultation exercise was due to be submitted to the Education Committee on 26 February. The Council has now decided to postpone its consideration of this report until its next meeting on 4 June.

Review of Proposal to Merge the Nursery Classes at Caol Primary School and St. Columba's RC Primary School, to Create a New Nursery Serving Both Schools
We have published our Final Consultation Report on our proposal to merge the nursery classes at Caol Primary and St. Columba’s RC Primary.
The original consultation on the proposal ran from 20 September 2024 to 29 November 2024.
The Final Consultation Report is to be submitted to the Council’s Education Committee on 4 June 2025.

- the note of the meeting
- the Education Scotland report
After carrying out the above review, we have concluded that the proposal to merge the two nurseries offers educational benefits and should be implemented. Officials will recommend this to the Committee.
