The timber industry is an important part of Highland’s economy. Timber is harvested across the region and transported on the public road network to processing centres or for further distribution. We work closely with the timber sector on a voluntary basis to help ensure timber transport is bcarried out responsibly and follows best practices.
Voluntary Agreed Routes map
The Agreed Routes map shows the recommended road network for timber haulage. These designations are voluntery and help guide responsible timber transport across the region.
Road use restrictions
We do not have the authority to stop heavy goods vehicles from using public roads. Only Police Scotland may do so in certain circumstances. Traffic Regulation Orders (such as weight restrictions) may be used on specific roads to prevent unsuitable vehicles from using vulnerable sections. If a driver ignores a legally‑signed restriction, this is a traffic offence and should be reported to Police Scotland.

Planning permission and a road opening permit may be required.

Timber Transport and Traffic Management Plans
Timber Transport or Traffic Management Plans (TTMPs) are voluntary agreements that help support sustainable timber haulage.
Not all operations require a TTMP. Where they do, a TTMP may:
- limit daily vehicle numbers on sensitive road sections
- co-ordinate multiple hauliers using the same vulnerable route
If you are transporting timber, you can discuss TTMPs with your local Area Office.
Highland Timber Transport Group
The Highland Timber Transport Group currently meets every 4-6 months. It is made up of representatives from The Highland Council, forestry owners, hauliers and harvesters. The group works together to support responsible timber transport and maintain the condition of the road network.

The Timber Transport Forum supports the timber industry and works collaboratively to minimise the impact of timber transport on the road network by supporting regional groups, hosting the Agreed Routes map and sharing good practice.
