If you plan to build a new road or extend an existing road, you must obtain both Road Construction Consent (RCC) and planning permission from your local roads authority.
It is an offence under the Roads (Scotland) Act 1984 to build a new road without valid consent.
Design standards
Roads constructed must meet design standards and procedures:
- Roads and transport guidelines for new developments
- National roads development guide
- Designing streets (Scottish Government)
The road design will influence the development and we ask that you discuss your proposals and requirements with us at an early stage, using the major developments pre-application advice service. If required, you will be provided with contact details of specialist sections such as the Road Safety Team, Structures and Street Lighting who should be contacted during the planning application stage.
Applying for road construction consent
You must submit your RCC application at least 3 months before you plan to start construction. We ask that you do not submit an RCC application until the detailed layout has been agreed through the planning process. This helps avoid delays and unnecessary work.
Before you apply, read our Roads and Transport Guidelines for New Developments and include all of the information listed on the CC9 Road construction consent submission checklist.
- Complete the CC1 Road construction consent application form and post in paper along with one paper copy of the drawings to the eProcessing Centre.
- Once you have received your application reference number (example: 17/00001/RCC) by email, log on to the ePlanning Portal to submit an electronic copy of the drawings and all other required documents, using the Post Submission Additional Documents form. Email submission of forms, drawings or any other documents will not be accepted.
You should not start to notify affected parties using the CC3 Notice of Service form until your application is valid and the drawings are available for them to view on our Public Access Site.

Other consents
You must have planning permission for any development which includes roads.
Before starting any access works within the public road boundary, you must have separate written permission from us. This includes installing or connecting to any utility apparatus within the public road boundary.

Adoption
Reaching final completion does not mean we will automatically adopt the road or roads. Developers are still responsible for the maintenance of a road or footpath until they request adoption and receive confirmation from us.
Once substantial completion has been reached, developers will receive Adoption forms CC6, CC13 and CC21 along with the Substantial Completion Certificate. These forms should be completed and returned to us.
CC6 - application for adoption form should be accompanied by 2 electronic copies (one CAD and one PDF format) and 1 paper copy of the 'as built' drawings, and the Health and Safety file. These can be sent:
- electronically using the ePlanning portal by using the post-submission additional documents online form
- by post to the eProcessing Centre
