Caithness and Sutherland Local Development Plan

The Caithness and Sutherland Local Development Plan (CaSPlan) – Modified Proposed Plan was submitted to Scottish Ministers on 6 April 2017 for the examination of outstanding issues. Issues have been identified following our consideration of all the relevant representations received on the Proposed Plan (January 2016) and the Modified Proposed Plan (September 2016).

The Scottish Ministers have appointed Mr EDK Thomas to carry out the examination.  Additional reporters, appointed to aid the speedy delivery of the report, include Timothy P W Brian and Chris Norman. The administration of the examination will be carried out by the Scottish Government’s Planning and Environmental Appeals Division (DPEA).

On 31 May 2017 the DPEA confirmed that the reporter had concluded the examination of conformity with our participation statement and that the examination of the issues raised in representations on the plan was then starting. On 7 September they provided the following update: "The examination is well underway. Site visits have been undertaken. Further Information Requests are being issued to ensure that the reporters have sufficient information to prepare their conclusions and recommendations.  Drafting of the report has started."  If you need further information about the progress of the examination please contact Morag Smith, Planning and Environmental Appeals, 4 The Courtyard, Callendar Business Park, Falkirk, FK1 1XR, 01324 696460 or
