Plan Delivery

We intend to deliver our development plans in the way outlined below.

Delivery Programme

The Delivery Programme sets out the timescales and actions for the delivery of development and infrastructure for each of our local development plans.

Highland Delivery Programme

The Delivery Programme (above) will be presented to the Council’s Economy and Infrastructure Committee meeting of 29 May 2025 for agreement following consultation last year. Following this, further factual changes and updates will be made and a revised Delivery Programme published.

Our previous three Delivery Programmes have now been consolidated into a single Delivery Programme for the whole of Highland. It is structured into three color-coded sections corresponding to the existing area plans: Inner Moray Firth (IMFLDP2)Caithness and Sutherland (CAS Plan), and West Highland and Islands (WEST Plan)

The Delivery Programme is aligned with our latest Housing Land Audit that provides information on forecasted phasing of new housing. It also takes into account School Roll Forecasts, which outline the anticipated changes to pupil rolls in primary and secondary schools in Highland.

Deliverable Housing Land Pipeline

The Delivery Programme informed the preparation of the Highland Deliverable Housing Land Pipeline 31 March 2025. For now, this provides a more detailed deliverability appraisal of the 2025 position in respect of sites with a capacity remaining of 25 or more housing units.

Masterplan Consent Areas

We are also considering the use of Masterplan Consent Areas within Highland. The Masterplan Consent Areas Statement explains that consideration.

Fort William 2040

Fort William 2040 (FW2040) is an ongoing project to plan, refine and implement a shared vision for the future of Fort William and Lochaber. It forms an important part of the future delivery of the WestPlan section in the Delivery Programme.
