Gypsies and Travellers

Roadside camps

We want everyone in the Highlands to be safe, respected and treated fairly. This page explains how we manage unauthorised roadside camps and how we work with Gypsy and Traveller communities, landowners and local residents.

Our commitment

We respect Gypsy and Traveller culture and the right to a travelling lifestyle. We work to balance this with the needs of settled communities. We do not tolerate discrimination. We will support good relations between all communities.

Our policy outlines how we work with others to:

  • respond to reports of roadside camps
  • liaise with communities

What we do

We manage unauthorised roadside camps on land we own and on private land. We work with partners to give clear, consistent advice and support. We act as a go‑between for camps, landowners and nearby residents to help solve problems early.

We will:

  • visit the camp and make regular contact
  • give advice on services such as health, education and waste
  • help arrange safe waste disposal and recycling
  • give information on places that have facilities
  • support good relations with neighbours and landowners
  • share information only when needed and never share personal details

If possible, please tell us when you arrive unless you already have permission from the landowner. This helps us provide the support you may need.

How we decide our response

We look at these points when we assess and manage a camp:

  • the number of vehicles compared with the size of the area
  • how long the group plans to stay
  • any support needs, such as health needs
  • any road safety issues
  • any public health concerns
  • what the land is normally used for and whether it is urgently needed
  • any actual or possible damage to the land
  • the effect on the local community

Good neighbour guidance for visitors

Please help us by following these simple steps:

  • look after the land and leave it clean
  • keep noise low, including generators
  • work with us in a positive and helpful way
  • put household rubbish in bags and recycle where possible
  • do not dump any waste
  • get rid of trade waste at a recycling centre or landfill that accepts it
  • keep pets quiet and under control
  • avoid having too many vehicles in one place
  • stay safe by not having fires
  • deal with animal and human waste safely
