Community planning in Highland

We work with other public services and communities to plan and deliver better services. This is called Community Planning.

Our goal is to improve lives and reduce inequalities across Highland.

What community planning is

Community planning brings together public services and local people to:

  • understand what matters most to communities
  • agree shared priorities
  • plan and deliver services together
  • improve outcomes for people and places

This work is guided by the Community Empowerment (Scotland) Act 2015.

How community planning works in Highland

Community planning in Highland is led by the Highland Community Planning Partnership (HCPP). This includes public bodies such as:

  • Highland Council
  • NHS Highland
  • Police Scotland
  • Scottish Fire and Rescue Service
  • Highlands and Islands Enterprise

These organisations work together to deliver shared goals.

Key plans and groups

Highland Outcome Improvement Plan (HOIP)

The Highland Outcome Improvement Plan (HOIP) 2024 to 2027 sets out the main outcomes we want to improve across Highland. These include:

  • reducing poverty and inequality
  • improving health and wellbeing
  • supporting sustainable communities

The HOIP is reviewed and updated regularly.

Community Partnership Plans

We focus extra support on areas with the poorest outcomes. These areas have their own Community Partnership Plans (previously called Locality Plans).

Each plan sets local priorities and actions to improve outcomes.

Community Partnerships

Highland is a large area, so we have 9 Community Partnerships. These bring together local services and communities to:

  • understand local needs
  • agree local priorities
  • deliver local actions

HOIP Delivery Groups

We have 5 HOIP Delivery Groups that focus on the main themes in the HOIP. These groups help turn plans into action.

Partnership Development Team

Partnership Development Team supports the work of the HCPP. They help align local and strategic priorities and provide advice and coordination.
