What the committee does

The Health, Social Care and Wellbeing Committee oversees policy, budgets, performance, partnerships and service standards.

Its remit includes:

  • approving and reviewing policies, strategies and service plans for the delivery of services within its remit
  • scrutinising the management of revenue and capital budgets for these services, including monitoring, controlling and addressing any over-expenditure
  • scrutinising performance in service delivery and the implementation of strategies, policies and service plans
  • reviewing the effectiveness, standard and level of services in line with the Council’s commitment to best value and continuous improvement
  • making decisions about entering into partnerships, including consultation with other agencies, organisations and communities, to support collaborative and effective service delivery
  • considering representations and consultations from government and statutory bodies, and making representations to ministers and those bodies on relevant services
  • promoting sustainable development, equal opportunities and human rights in the conduct of Council business and service delivery
  • considering the impact of policies and decisions on communities, with specific attention to equality, poverty and rurality
  • ensuring all decisions take into account resource, legal and risk implications
