What the committee does

The Highland Council/NHS Highland Joint Monitoring Committee oversees both Integrated Adult Services and Integrated Children’s Services in Highland.

Role and function

The committee is responsible for:

  • monitoring the delivery of integrated functions (both delegated and conjoined)
  • receiving reports from the Integration Authorities on integrated service delivery, in the format and frequency directed by the committee
  • reporting to the Integration Authorities on any aspect of integrated functions, including recommendations for future delivery
  • receiving and, where appropriate, publishing its reports to the Integration Authorities and their written responses
  • receiving and considering quarterly performance reports from the Integration Authorities
  • reviewing performance exception or early warning reports and remedial plans
  • considering proposals to change performance targets
  • reviewing the application of relevant local performance indicators and outcomes
  • receiving and considering annual performance reports from the Integration Authorities
  • reviewing complaints monitoring reports from the Integration Authorities
  • ensuring recommendations and responses relating to performance reporting are acted upon and progressed
  • receiving and considering reports from the Project Board on developed workstreams
  • overseeing the ongoing implementation of the Integration Scheme and associated risks
  • reviewing the Integration Scheme, including financial commitments and delegated or conjoined services, and making recommendations to The Highland Council (THC) and NHS Highland (NHSH)
  • resolving disputes regarding the Integration Scheme that have been escalated to the committee, within 14 days of receipt
  • ensuring participation and engagement strategies from the Integration Authorities involve stakeholders throughout the development and review of Strategic Plans
  • making and amending Standing Orders for the regulation of its procedures and business, in line with applicable regulations
  • agreeing an annual forward schedule of meeting dates, with meetings held at least quarterly
