We have prepared a development brief for the Inshes and Raigmore area of Inverness. It guides how the area should grow and helps us make planning decisions. It was adopted in February 2015 and now has the same status as the development plan.

What the brief aims to do
The brief aims to guide how the area develops over time.
It sets out how we plan to:
- increase space on the local transport network so it can cope with future growth, including Inshes Junction Improvements Phase 2
- reduce flood risk from the Dell Burn
- link with Transport Scotland’s A9 and A96 connections study
- make it easier to walk, cycle and use public transport
- improve green networks
- complete the current Inshes Retail Park
- support a planned and sustainable expansion of Inshes Retail Park
- enable business development on land south of Police Scotland

This section explains how we developed the brief and how people took part.
Issues and options consultation (May to July 2014)
We held an early consultation from 30 May to 31 July 2014. We asked for views on development opportunities and transport needs in the Inshes and Raigmore area.

Comments linked to Inshes Junction Improvements Phase 2 will be considered at the next design stage. This will follow Transport Scotland’s preferred route decision for the A9 and A96 connections study.
Draft brief consultation (September to October 2014)
We consulted on a draft version of the development brief from 15 September to 27 October 2014. We used comments from this consultation and the earlier work to shape the final brief.
The City of Inverness Area Committee agreed the final brief and the responses to comments on 2 December 2014. We then began the statutory adoption process and sent the brief to Scottish Ministers.
Adoption of the brief
The Planning, Development and Infrastructure Committee adopted the final brief on 18 February 2015.
