No One Left Behind and the Highland Employability Partnership
No One Left Behind is a Scottish Government initiative to make the employability system more person-centred, flexible and responsive. In Highland, this is delivered through the Highland Employability Partnership (HEP) and three local partnerships.
How it works in Highland
The Highland Employability Partnership coordinates employability services across the region. It brings together public, private and third sector organisations to:
- design services around the needs of individuals and employers
- align resources to reduce duplication
- improve access to support and opportunities
Local partnerships
There are three Local Employability Partnerships in Highland:
- North Highland
- West Highland
- Inner Moray Firth
These partnerships help deliver employability support at a local level.

- Developing the Young Workforce
- Federation of Small Businesses
- Highland Council
- Highlands and Islands Enterprise
- Highland Third Sector Interface
- Highland Third Sector Interface Employability Forum
- NHS Highland
- Skills Development Scotland
- University of the Highlands and Islands
Our aim
The partnership works to reduce poverty by supporting people into fair, sustainable work. This includes:
- helping people with multiple barriers to find employment
- supporting people already in work to progress and increase their income
