About the Regeneration Capital Grant Fund (RCGF)

The Regeneration Capital Grant Fund is a Scotland wide challenge fund with decisions on funding made by the Scottish Government and Convention of Scottish Local Authorities (COSLA).

This is an extremely competitive, Scotland wide challenge fund. All applications are made by the local authority, community groups or 3rd sector organisations cannot apply directly. This Capital Grant fund supports locally developed transformative place-based regeneration projects.

The fund aims to:

  • improve economic, social and physical environments
  • support net-zero carbon emissions by 2045
  • encourage investment and address market failure

Projects should

  • focus on areas with high deprivation
  • be well advanced (designs, business plans and match funding in place or in progress with clearly defined delivery timescales).
  • ensure the asset or site to be developed is either owned by the project lead or occupied under a long-term lease agreement (20-25 years)
  • deliver large-scale transformational change
  • align with the Place Principle

The fund is not intended be a primary source of funding for:

  • housing projects (but can support infrastructure works in some cases).
  • major infrastructure projects relating to transport.
  • purchase of moveable infrastructure, such as furniture and fittings.
  • projects relating solely to hotel or retail developments – these are unlikely to be supported if there are no clear regeneration outcomes.
  • projects that focus solely on public realm improvements, new roads, paths or upgrades - these are unlikely to be funded. However, these may be eligible if they are elements within wider regeneration projects which will produce economic and social outcomes.
  • flood protection, work or upgrades

The Scottish Government have announced plans to open the Regeneration Capital Grant Fund (RCGF) later this year. Stage one applications will be submitted from Highland Council to the Scottish Government for consideration during August 2026. Community groups and third sector organisations cannot apply for the funding directly.
