Fireworks and Firework Control Zones

Fireworks can be dangerous and disruptive. This page explains the rules, how to stay safe, and what to do if you see fireworks being misused.

What the law says

Using fireworks

You must not set off or throw fireworks in public places like streets or parks.

You can only use fireworks between:

  • 6pm and 11pm on most days
  • until midnight on 5 November (Bonfire Night)
  • until 1am on Hogmanay, Chinese New Year and Diwali

Buying and selling fireworks

  • you must be 18 or older to buy fireworks
  • it is illegal to buy or give fireworks to anyone under 18
  • businesses must have an explosives licence to sell or store fireworks

To report concerns about firework sales or apply for a licence, email:

Firework Control Zones (FCZs)

Local councils can create Firework Control Zones to reduce harm from fireworks.

What is a Firework Control Zone?

In an FCZ:

  • it is illegal to set off fireworks anywhere, even in your garden
  • F1 fireworks (like sparklers and party poppers) are allowed
  • organised public displays are still permitted

Why create an FCZ?

FCZs help reduce:

  • firework misuse and antisocial behaviour
  • harm to animals and vulnerable people
  • environmental damage

How FCZs are created

  • councils must consult the community
  • the process can take over 32 weeks
  • only recognised community groups can request an FCZ (not individuals)
