In May 2024, we approved a Highland Investment Plan (HIP) worth up to £2 billion over the next 20 years. This long-term commitment will deliver wide-ranging improvements across Highland communities, with a strong focus on enhancing the condition and suitability of our school estate.
A key feature of the HIP is the creation of Community Points of Delivery (PODs) - integrated spaces where Council services, including education, can be delivered alongside partner and community-led services.
One of the first priority projects in Phase 1 of the HIP is Dunvegan, identified for potential delivery within the next five years, subject to capital funding approval. A comprehensive masterplan has already been developed for the Dunvegan campus, which includes:
- a modern education facility
- new housing on adjacent land
- a dedicated site for a community sports pitch
This project represents a significant step forward in our vision to build thriving, well-connected communities across the Highlands.

Latest update
Construction work on the shared access road for the Primary School and future housing development started in January 2025 and is due to be completed at the end of July 2025.
