Education consultation
A statutory consultation for the proposal to move St Clement’s to anew site ran from 9 June 2025 to 30 October 2025, involving parents, pupils, and staff at both schools. A public meeting was also held at St Clement’s in July 2025.
In a report from Education Scotland, His Majesty’s Inspectors of Education concluded a new St Clement’s school was needed, adding purpose-built classrooms and flexible teaching spaces would provide significantly improved facilities to support learners, who have complex additional support needs.
Inspectors said co-location could bring educational benefits by improving access to specialist support and a mainstream setting to support the learning needs of individual children. It may also increase opportunities for pupils to participate in a wider curriculum.
In December 2025, the Council's Education Committee agreed the plans to relocate St Clement's to the new site, alongside a new Dingwall Primary School.
The Council committed to continuing to:
- engage with parents about the educational benefits of co-location to address concerns raised by parents
- consider the views and needs of parents, children and young people in the design of the new school
- work with parents to reassure them the site is large enough to replicate the indoor and outdoor spaces and facilities that would have been provided at an alternative site
- consider the reintroduction of early learning and childcare provision at St Clement’s
