 A meeting of the Highland Licensing Board will take place in the Council Chamber, Council Headquarters, Glenurquhart Road, Inverness on Friday 12 January 2018 at 1.00 pm (following the Highland Licensing Committee commencing 10.00 am).

Webcast notice:  This meeting will be filmed and broadcast over the internet on the Highland Council website and will be archived and available for viewing for 12 months thereafter.

Members are reminded that during determination of a Licensing Board Item, in order to be entitled to participate in any vote, members must be present throughout all of the proceedings.

6. Review proposals – non-payment of annual premises licence fees

4. Q5(c) – TV sport: amend column three to ‘Yes’, to allow for TV sport to be shown within core hours.

5. At Q5, replace the existing text with the following: “Food and non alcoholic   drinks may be provided for the purpose of funerals/meetings in the lounge/restaurant prior to core hours.

Activities

The activity/activities or services will cease 15 minutes after the terminal hour for the sale of alcohol.

The activity/activities and/or services will be provided during the additional hours sought as detailed in reply to Q4.

6. At Q5(f) any other activities, replace existing text and insert the following: “Karaoke, disco, takeaway food, including home deliveries (of food only) and any other activity appropriate to the target market.”

Children’s access

7. At Q6(d) times, replace existing text with the following: “From the “From the premises opening until 2100 hours, or when consuming a meal, or when attending a function until the terminal hour.”

8. At Q6(e) replace existing text with the following: “All public parts except the bar area.”

6.  Review proposals – non-payment of annual premises licence fees

There had been circulated Report No HLB/003/18 by the Clerk inviting the Board to make premises licence review proposals in respect of premises licences for which the annual fee has not been paid.

The Depute Clerk provided an update on the report during which she confirmed that the undernoted premises had now paid their annual fee:-

  • Altnacealgach Inn, Lairg
  • Drumbeg House, Drumbeg
  • Retro, Wick
  • Taj Mahal, Halkirk

The Depute Clerk invited the Board to make review proposals in respect of those licensed premises which had not paid their annual fee with a view to holding review hearings at the next meeting of the Board unless payment was received in the interim.

In discussion, it was reported that the Victoria Hotel, Nairn which was listed in the report as not having paid the annual fee, was no longer operating as a licensed premises. In response, it was confirmed that in such circumstances a review hearing would not be required for the premises.

Thereafter, the Board AGREED to make a review proposal for those premises which had not paid their annual fee and to hold review hearings at the next meeting of the Board on 6 February 2018.
