3.  Police – Area Performance Summary

There is circulated Report No RC/018/16 dated 22 July 2016 by the Area Commander for Police which updates Members on progress with reference to the local priorities within the Highland 2014-2017 Policing Plan. 

The Committee is invited to scrutinise and discuss the progress report in relation to the 4 Priorities: Road Safety, Alcohol and Drug Abuse/Misuse, Antisocial Behaviour and Dishonesty.

4.  Street Naming – New Housing Developments

There is circulated Report No RC/019/16 dated 18 July 2016 by the Depute Chief Executive/Director of Corporate Development concerning the creation of addresses, following consultation with the respective Community Councils and local Members, for new housing developments at Invergordon, Alness, North Kessock and Dingwall.

The Committee is invited to:-

  1. approve the naming of the Dewdale Court as the name for the new development at Invergordon;
  2. homologate the naming of Bridgend Court at a new 6 property development in Novar Road, Alness;
  3. homologate the naming of Farmhouse Court, Sgriodan Crescent and Tor Gorm Road at a new 40 property development in North Kessock;
  4. homologate the naming of MacGillivray Court at a new 4 property development at the site of the old Gospel Hall in Dingwall;

5.  Common Good Funds

There are circulated Reports Nos RC/020/16 – RC/024/16 dated 14 July and 15 July 2016 by the Depute Chief Executive/Director of Corporate Development which provide information on the following Common Good Funds:-

  1. Cromarty Common Good Fund RC/020/16
  2. Dingwall Common Good Fund RC/021/16 
  3. Fortrose and Rosemarkie Common Good Fund RC/022/16 
  4. Invergordon Common Good Fund RC/023/16 
  5. Tain Common Good Fund RC/024/16 

The Committee is invited to note the updated information provided in relation to each Fund.

6.  Community Partnerships

There is circulated Report No RC/025/16 dated 11 July 2016 by the Acting Head of Policy and Reform which provides Members with an update on the next steps for establishing local community partnerships within Ross and Cromarty.

The Committee is invited to note the next steps to taking forward local community partnerships within the Ross and Cromarty Committee area.

7.  Community Services Disaggregated Budgets

There is circulated Report No RC/026/16 dated 20 July 2016 by the Director of Community Services which provides details on the current position agreed by Council with the disaggregation of Community Services budgets to Ross and Cromarty Committee.  It details the real sums involved and the powers available to the Local Committee through the current Scheme of Delegation. 

The Committee is invited to note the report and consider how best to deliver this in their Local Committee area.

8.  Housing Performance Report

There is circulated Report No RC/027/16 dated 1 June 2016 by the Director of Community Services which provides Members with information on how the Housing Section performed in relation to the Scottish Social Housing Charter and other performance indicators up to 31 March 2016.

The Committee is invited to scrutinise the information provided on housing performance in the period 1 April 2015 to 31 March 2016.

9.  Area Maintenance Programme for Roads and Bridges

There is circulated Report No RC/028/16 dated 20 July 2016 by the Director of Community Services which invites Members to scrutinise the proposed Maintenance Programme for Roads and Bridges for the Ross and Cromarty Area for 2016/17.

The Committee is invited to approve the proposed Maintenance Programme for Roads and Bridges in the Ross and Cromarty Area for 2016/17

10.  Inverness City and Highland Region Deal

There is circulated Report No RC/029/16 dated 20 July 2016 by the Director of Development and Infrastructure which provides members with an update on the City-Region Deal, and sets out expected benefits of the programme and provides an overview of the governance to Inverness City and the region. 

The Committee is invited to scrutinise and note the report. 

11.  Invergordon Brownfield Regeneration

There is circulated Report No RC/030/16 dated 27 July 2016 by the Director of Development and Infrastructure which provides details on Vacant and Derelict Land Fund (VDLF) brownfield regeneration activity in Invergordon and outlines future proposals.

The Committee is invited to note the progress on Vacant and Derelict Land Fund (VDLF) brownfield regeneration activity in Invergordon.
