A Special Meeting of the Highland Council will take place in the Council Chamber, Council Headquarters, Glenurquhart Road, Inverness on Thursday, 13 February 2020 at 10.30am.

Webcast Notice: This meeting will be filmed and broadcast over the Internet on the Highland Council website and will be archived and available for viewing for 12 months thereafter.

BUSINESS

1. Calling of the Roll and Apologies for Absence

2. Declarations of Interest

Members are asked to consider whether they have an interest to declare in relation to any item on the agenda for this meeting. Any Member making a declaration of interest should indicate whether it is a financial or non-financial interest and include some information on the nature of the interest. Advice may be sought from Officers prior to the meeting taking place.    

3. Housing Revenue Account – Revenue Estimates 2020/21

At its meeting on 29 January 2020, the Housing & Property Committee agreed to make recommendations to the Council in relation to the Housing Revenue Account – Revenue Estimates 2020/21. 

In this connection, an Extract from the Minutes of the Meeting is circulated which recommends that the Council:-

i.    agree the draft HRA Revenue Budget for 2020/21 (attached as Appendix 1 to the report);
ii.   agree a 3% increase for council house rents for 2020/21;
iii.  agree that this percentage increase (3%) is applied to all residential HRA rents and service charges and to Gypsy/Traveller site pitches;
iv.   agree that non-HRA rents for leased property should be increased as stipulated in existing contracts; and
v.    note that a report on the HRA Capital Plan (2022/2027) will be presented to the Housing & Property Committee in April 2020.

There is also re-circulated Report No HP/2/20 dated 16 January 2020 by the Executive Chief Officer – Customer and Communities.

4. Membership of the Council/Committees
Ballrachd na Comhairle

The Council is advised that:-

(i) Mr Ronald MacDonald tendered his resignation as a Member of the Council with effect from 19 December 2019. In this regard, a By-Election for Ward 10 Eilean a' Cheò will be held on 12 March 2020.

(ii) South Planning Applications Committee – Mr J Bruce to replace Ms P Hadley as a Substantive Member (as agreed by Ward 20 Members).

(iii) Tourism Committee – details of membership will follow.

(iv) Gaelic Committee – details of membership will follow.

5. Timetable of Meetings

North Planning Applications Committee – Members are asked to agree that a Special Meeting of the North Planning Applications Committee should be held on Tuesday, 26 May 2020 at 3pm if required.

South Planning Applications Committee – Members are asked to agree that the scheduled meeting on Tuesday, 11 August 2020 should now be moved to Tuesday, 18 August 2020.
