The Committee is invited to agree a level of rent increase to apply to Skye & Raasay Garages.

There are circulated for information, Minutes of Meeting of the Isle of Skye and Raasay Committee (Comataidh an Eilein Sgitheanaich agus Ratharsair) held on 29 November, 2021, which were approved at the Highland Council meeting held on 10 December, 2021. 
 
5. Police Scotland Local Committee Performance Report

There is circulated Report No SR/2/22 by the Area Inspector for Police Scotland.
 
The Committee are invited to note progress made against the objectives set within the Highland Local Policing Plan 2020-2023 Year 2, attached as Annex A to the report, for the period covering 1 April, 2021 to 31 December, 2021.
 
6. Area Roads Capital Programme 2022/23

Members are asked to approve the proposed 2022/23 Area Roads Capital Programme for the Isle of Skye and Raasay Area.
 
7. Isle of Skye and Raasay HRA Capital Programme 2022/23

There is circulated Report No. SR/4/22 by the Executive Chief Officer Housing and Property.
 
The Committee is invited to:-
 
i note the allocation of resources to Skye & Raasay Area as set out at 5.7;
ii .note the guideline investment priorities as set out in sections 5.2 and 5.3 of the report;
iii. agree the proposed one-year HRA Capital Programme for Skye & Raasay 2022-23 as set out in Appendix 1;
iv. note the position relating the current year HRA Capital Programme; and
v. note that updates on the Housing Revenue Account Capital Programme will continue to be provided through ward briefings and at future Local Committees as requested by local Members, in addition to reporting to Housing and Property Committee.  
 
8. Highland Coastal Communities Fund – Assessment of Applications 
    Maoin Choimhearsnachdan Cladaich na Gàidhealtachd – Measadh Iarrtasan 
 
There is circulated Report No. SR/5/22 by the Executive Chief Officer Infrastructure, Environment & Economy.
 
Members are asked to consider all applications presented for funding and agree whether to approve, defer or reject the application.  An approval of funding should detail the amount approved and outline any conditions of funding that Members wish to attach to the approval over and above the required technical conditions.  A deferral would allow an applicant to resubmit the current application at a future date with updated information.  A rejection would mean that the application will not proceed and any future application to the fund should be brought forward initially as a new expression of interest.  
 
9. Place Based Investment Programme

10. Skye and Raasay Future

There is circulated Report No. SR/7/22 by the Executive Chief Officer Infrastructure, Environment & Economy.
 
Members are asked to:-
 
i.  note that the current Skye & Raasay Future Storymap and document has been finalised and is available at www.highland.gov.uk/skyeraasay;
ii. note and support the Terms of Reference for the Programme Board enclosed at Appendix 1;
iii. note that partners support the ongoing working arrangements for SARF, the collective responsibility for implementation, and the membership of the Programme Board; and
iv. consider and discuss the Skye & Raasay ‘Highlights’ briefing which will be shared at the Committee meeting and is proposed to be issued immediately after.

Place Based Investment Programme

There is circulated Report No. SR/6/22 by the Executive Chief Officer Infrastructure, Environment & Economy.
 
Members are asked to:-
 
i. agree to investing £29,465 in the Broadford Toilet Project;
ii. agree to investing £38,297 in further refurbishment works to Portree Community Centre;
iii. agree to holding £8,832 as contingency; and 
iv. Grant delegated authority to the Executive Chief Officer Infrastructure, Environment and Economy in consultation with the Area Committee Chair to allocate the contingency as required to approved PBIP beneficiaries in the event that additional investment is required.

Islands Infrastructure Fund – Allocation of Funding
 
There is circulated Report No. SR/8/22 by the Executive Chief Officer Infrastructure, Environment & Economy.
 
Members are asked to agree the recommended projects outlined in appendix 1 to receive an award of funding from The Highland Council through the Islands Infrastructure Fund as per the individual amounts detailed.
