Public road permits

Occupying or carrying out work on any part of the public road, footway, or verge without the appropriate permission is an offence.

If you plan to carry out work on or temporarily occupy a public road, footpath, or verge, you must first obtain permission from us. Do not start any work until you have:

  • read the guidance for the permit you are applying for
  • submitted a completed application form
  • confirmed the road you are applying for is maintained by us

Types of permits

  • Road opening
    • For minor works such as installing a dropped kerb or utility apparatus
  • Road closure
    • To temporarily restrict or close a public road under a Temporary Traffic Regulation Order (TTRO)
  • Occupy a public road
    • To place items such as a builder’s skip, mobile crane, elevating platform, staging, or scaffolding on a public road
  • Street cafe permit
    • To use part of the road, footway, or verge for a street, such as placing tables and chairs outside a restaurant or cafe
  • Community event advertising
    • To display a sign on the road, footway, or verge promoting a community event
  • Advertising sign permit
    • To display advertising signs or campaign boards on the road, footway, or verge
  • Storage of building materials
    • To store building materials on a public road, footway, or verge
  • Display of goods
    • To display goods for sale on a road, footway, or verge
  • Banner permit
    • To display a banner across a public road, footway, or verge
  • Market or stall permit
    • To set up a market or stall on a road, footway, or verge
