Public Service Obligation information

The current Public Service Obligation (PSO) runs until 31 March 2026, with an option to extend, subject to funding approval from the Scottish Government. Work is underway to secure an operator for services beyond 2026. A new contract is expected to be awarded by 31 March 2026 (subject to funding), with the new service commencing up to six months after the award.

In addition to funding from Transport Scotland and Highland Council, the PSO is monitored and supported by a range of local partners, including:

  • NRS Dounreay
  • Highlands and Islands Airports Limited
  • Focus North
  • Highlands and Islands Enterprise
  • local councillors

PSO plans beyond March 2026

Local stakeholders are actively collaborating on long‑term plans for Wick John O’Groats Airport. A dedicated working group brings together:

  • Transport Scotland
  • Highland Council
  • Highlands and Islands Airports Limited
  • Highlands and Islands Enterprise
  • Caithness Chamber of Commerce
  • Focus North

This group is focused not only on evaluating ongoing funding for the PSO route, but also on exploring sustainable and innovative operating models that will support the airport’s long‑term future.

How the PSO is managed

The PSO operates as a collaborative partnership, with all stakeholders working together to monitor performance and ensure the long‑term sustainability of the service. When service levels fall short, the first step is always to engage in constructive dialogue with the operator to understand the causes and identify practical solutions.

If service standards do not improve, the contracting parties may consider applying penalties or, in cases of serious non‑performance, invoking the relevant contract clauses.

Our priority remains the protection of the PSO and the vital lifeline connection it provides for communities across the north Highlands.
