Local Heat and Energy Efficiency Strategy

The Local Heat and Energy Efficiency Strategy (LHEES) is a place-based, locally led approach to the heat transition. It sets out how we will:

  • decarbonise heat in buildings across Highland
  • improve energy efficiency

Legal requirement

We are required to prepare the Strategy and Delivery Plan under the Local Heat and Energy Efficiency Strategies (Scotland) Order 2022.

Review cycle

An updated LHEES and Delivery Plan must be published at intervals of no more than 5 years after the previous version.

Delivery approach

The Delivery Plan supports the implementation of the strategy through:

  • locally tailored actions
  • place-based planning
  • long-term commitments to heat transition and energy efficiency
