The Highland Council is a democratic organisation with 74 elected councillors. They agree policies on how services are provided and how money is spent.

The council is led by a joint administration of the Scottish National Party (SNP) Group and the Highland Independent Group.
The Leader of the Council is Raymond Bremner.
