Dog breeding - Licences and permissions

Description

Anyone breeding three or more litters of puppies within any rolling 12-month period must have a licence.

This applies regardless of whether the breeder:

  • sells the puppies
  • supplies the puppies as pets in any other way

If you expect to breed a third litter within any rolling 12‑month period, you should apply for a licence as early as possible.

Fees and duration

Licences are valid for one, two or three years from the date of issue.

We determine the duration of the licence based on inspection findings and risk assessment

The fee is fixed and does not change based on how long the licence is valid. This is because the fee covers administrative costs, which remain the same.

How to apply

To ensure your application is processed you must:

  • complete all sections of the application form
  • provide any required supporting documentation
  • pay the required fee in full

Incomplete application forms or those without full payment will be returned and not processed.

It takes a minimum of six weeks to process your application due to required consultations with other agencies.

During busy periods, or if a specialist inspector is required to inspect the premises, it may take longer.
