Houses in Multiple Occupation (HMOs) - Apply for a licence

Description

When three or more unrelated people live in a rented property, you must apply for an HMO Licence

An HMO is living accommodation in which 3 or more unrelated adults live and share one or more of the basic amenities which are:

  • A toilet
  • Personal washing facilities
  • Facilities for the preparation or provision of cooked food

It must be their only or main residence. As well as ordinary houses, flats and bedsits, this includes other types of residential accommodation including hostels, student halls of residence and staff accommodation in hotels and hospitals.

Conditions and requirements

You may need some or all of the following:

  • Credit or debit card
  • Guidance notes
  • Tenancy agreement - private residential tenancy agreement
  • Alternative sample tenancy agreement
  • Electrical certificate
  • Copy of landlords fire risk assessment
  • Copy of public liability insurance
  • Certification regarding safety of pressure vessels, lifts or other mechanical equipment used on the premises
  • Certification regarding Gas Installations
  • Certification regarding oil-fired installations
  • Certification for solid fuel appliances

In addition to the above, you may also need:

  • Site plan (scale 1:500)
  • Floor plans (scale 1:100)
  • Building warrant or planning permission
  • A copy of any existing building warrant, completion certificate or change of use regarding the premises, or details of any application submitted for same but not yet approved by the Council, and a copy of any existing planning permission or certificate of lawful use in respect of the premises, or details of any application submitted for same but not yet approved by the Council
