Fees for testing and verifying weighing and measuring equipment
These fees apply from April 2025 under the Weights and Measures Act 1985.
VAT is charged on all weights and measures fees except for testing under the Measuring Instruments (EEC Requirements) Regulations 1988 (e-stamping of bulk meters).
General fees
If your equipment is not listed under specific fees, charges are calculated as:
Total fee = basic charge + staff time
Basic charge
- on-site testing, TSO only: £102.20
- on-site testing, TSO and ATSO: £121.00
- testing at Trading Standards premises, TSO only: £46.40
- testing at Trading Standards premises, TSO and ATSO: £46.40
Staff time
- TSO: £78.20 per hour
- TSO and ATSO: £122.70 per hour
Staff time is charged in 15-minute blocks. There is no minimum time.
Specific fees
Weighing instruments
- up to 1 tonne: £139.50
- over 1 tonne to 10 tonnes: £201.70
- over 10 tonnes with third-party HTU: £200.30
- over 10 tonnes with HTU: £511.00
- up to 1 tonne at Trading Standards premises: £86.80
Liquid fuel measuring instruments
- first nozzle per site: £198.70
- each additional nozzle: £66.60
- additional testing (peripherals, card acceptors): £122.70 per hour
Bulk liquid fuel measuring equipment
- first bulk meter with Council reference meter: £506.50
- additional bulk meter with Council reference meter: £400.80
- first bulk meter with third-party reference meter: £326.00
- additional bulk meter with third-party reference meter: £220.70
Other testing (such as resealing without fuel test or dipsticks) is charged under general fees.
Certificate only
If no other fee applies, you can request:
- certificate of accuracy or test results: £46.40
Miscellaneous fees
- certification of taximeters: £73.00
- examination and certification of ferry weighbridge operators: £51.10
Hire of weights
Class M1:
- basic charge per tonne: £117.90
- additional charge per tonne per day: £37.30
Class M2:
- charge per tonne per day: £33.80
