Overview

We are investing £100 million to create a new community hub in Thurso, funded through the Highland Investment Plan.

The investment will replace the town's ageing school buildings and create an education campus that includes other public services. 

Project scope

Under the proposals being considered by The Highland Council, Pennyland Primary School and Miller Academy Primary School would be brought together to create a new primary school with Early Learning and Childcare (ELC) and Gaelic Medium Education (GME) provision. The new primary school would be co-located alongside a new Thurso High School on a single education campus on the existing site. Mount Pleasant Primary School would remain open.

As part of the Highland Investment Plan, all new school buildings will be designed as Community Points of Delivery (PODs), with the flexibility to accomodate education provision alongside other community facilities, council services and partner organisations, within modern, locally accessible community hubs.

Through consultation, the Council will be exploring opportunities to bring together school accommodation with other facilities, including sport and leisure and shared spaces for partners, along with stronger links with the neighbouring UHI North, West and Hebrides campus.

The PoD aims to modenise learing spaces for pupils in Thurso, ease the transition between nursery, primary and secondary school, and improve cycle and walking routes. 

Morrison Construction has been appointed as the main contractor.

Draft timeline

  • Pre-design consultation: December 2025 - January 2026
  • Pre-design consultation findings published: April 2026
  • Statutory consultation on detailed proposals: Autumn 2026
  • Planning permission submitted: TBC
  • Works commence: February 2028
