How your registration data is collected, managed, and used

Who manages the landlord registration system?

The Scottish Landlord Registration System is managed by the Scottish Government and hosted by Registers of Scotland (RoS). It supports local councils, who are legally required under the Antisocial Behaviour etc. (Scotland) Act 2004 to maintain a register of landlords.

Each local authority is the data controller for landlord information in their area. If you operate in more than one council area, each council is a separate data controller. Councils can only access data for landlords in their own area.


What information we collect

Private landlords must register with their local council and be assessed as ‘fit and proper’ to rent out homes. This is a legal requirement and does not require your consent.

You provide your information through the online system or in writing. Councils may also add notes to your registration as part of their duties.


How we use and share your information

We use your data to:

  • Process and manage your registration
  • Ensure compliance with housing laws
  • Support public safety

We may share your information with:

  • Other local councils
  • Police Scotland
  • Scottish Fire and Rescue Service
  • Other public bodies (for crime prevention or legal duties)

We never share your data with commercial companies.


Public search tool

Your registration status and contact details may appear in the public search tool. This helps tenants and neighbours confirm your registration and contact you if needed. It also shows if a registration has been refused or revoked.

Your contact details will only appear if it’s safe to do so. The search tool only works with specific property or registration numbers—bulk data access is not allowed.

If a Repairing Standard Enforcement Order (RSEO) is issued, it will be shown against the relevant property
