A meeting of the North Planning Applications Committee will take place in the Council Chamber, Council Headquarters, Glenurquhart Road, Inverness on Wednesday 5 August 2026 at 9.30 am.

Members are reminded that during determination of any item before this Committee they must be present throughout the whole of that item in order to be entitled to participate.

There is circulated Report No PLN/039/26 by the Area Planning Manager which, provides a summary of all cases within the “Major” development category currently with the Planning and Development Service for determination.The report also details progress on proposals submitted under S36 or S37 of the Electricity Act 1989 on which the Council is consulted.

The Committee is invited to note the current position of these applications.

Location: Land 4km northeast of Garve (Ward 05). 
Nature of Development: Carn Fearna Wind Farm - Erection and operation of a wind farm for a period of 50 years, comprising of 9 wind turbines, 5 (T1, T2, T3, T4 and T8) with a maximum blade tip height of 200m, and 4 T5, T6, T7 and T9) with a maximum blade tip height of 180m, access tracks, borrow pits, substation, control building, and ancillary infrastructure
Recommendation: RAISE OBJECTION

Applicant: The Cromarty Hydrogen Project (23/05242/FUL)(PLN/041/26)
Location: Land 2480M East of Beinn Tharsuinn Windfarm, Edderton (Ward 04).
Nature of Development: Erection of a hydrogen production and storage facility (Class 5 - General Industry), road haul tanker loading facility, underground electricity connection, import substation, access road upgrades, site offices, parking, gatehouse, fencing, temporary construction and laydown area, and ancillary infrastructure. 
Recommendation: GRANT

Location: Land 1425M northwest of Lochside Lodge, Lochside, Lairg (Ward 01).
Nature of Development: Dalchork Battery Energy Storage System (BESS) facility with capacity of up to 249.9MW, comprising battery containers, switchgear, landscaping, CCTV access and associated infrastructure.
Recommendation: RAISE NO OBJECTION
