10. Highland Housing Register Allocations Monitoring Report 2025/26

The Committee is invited to note the information contained in the Annual Monitoring Report on Housing Allocations; this demonstrates that the policy is achieving its objectives and that the Highland Housing Partnership continues to provide affordable and secure social housing in Highland communities.
11. Highland Housing Register (HHR)– Review of Allocations Policy

The Committee is invited to:-
i. note the findings of the HHR Policy Review and the work undertaken to date;
ii. note that the review confirms the HHR Allocations Policy is in line with national legislation and guidance such as the Housing (Scotland) Act(s) 1987, 2001, 2014, 2025 and Social Housing Allocations Legal Framework: Statutory Guidance for Social Landlords;
iii. agree to enhancing the Rightsizing Scheme, including revised and enhanced incentives;
iv. agree that Accessible Housing provision is progressed as a separate, partnership-led workstream and will be reported back to this Committee; and
v. note that any future proposed policy changes will be subject to discussions with the HHR partnership group, must be legislatively compliant and will be subject to a full Integrated Impact Assessment.
12. Housing Revenue Account (HRA) Capital Plan 2027-2032

The Committee is invited to:-
i. approve the overall HRA Mainstream Capital Plan 2027-2032 budget of £116.151m, an increase of £28m from the previous 5-year capital plan;
ii. approve the proposed investment priorities for the Mainstream Capital Plan, as set out in Section 5 of the report;
iii. note that this is a 5-year plan and, as with all long-term programmes, there will be a level of reprofiling reported to Committee during the course of the 2027-2032 Plan. This will manage delivery risk, price fluctuations, funding variances and unavoidable pressure arising from urgent or compliance-driven works;
iv. approve the continued bi-annual reporting of the programme to Area Committees to ensure ward Members are fully informed of progress of projects in their communities; and
v. note that future revenue budget agreements and rent setting decisions will continue to be on an annual basis, and any resulting implications for / amendments to, the capital plan, would be managed as part of that annual process.
13. Annual Assurance Statement
