Joint Statement: Assessor and Electoral Registration Officer for the Highland and Western Isles Valuation Joint Board, and the Returning Officer for The Highland Council

Preparation for the Scottish Parliamentary Election – Thursday, 7 May 2026

An important democratic event will take place on Thursday, 7 May 2026—the Scottish Parliamentary Election.

The Assessor and Electoral Registration Officer (ERO) is a separate statutory body from The Highland Council. The Assessor and ERO reports to the Highland and Western Isles Valuation Joint Board.

The Electoral Registration Officer for the Highland and Western Isles is responsible for compiling and maintaining the Register of Electors, ensuring that as far as is reasonably practicable all eligible individuals in the Highland and Western Isles area are registered to vote.

The Returning Officer for The Highland Council is responsible for the management and delivery of the election itself. He is supported by The Highland Council’s Elections team.

The two bodies work in close partnership to ensure the smooth running of elections across the Highland area. We want to reassure the public that the necessary resources and planning are in place to deliver this election effectively and securely.

Electoral Registration Officer Frank Finlayson said: "Our priority is to make sure everyone who is eligible is registered and ready to vote. If you will be 16 or over on election day, you have the right to take part in this important event. If you want to register, the easiest way is online at www.gov.uk/register-to-vote (external link)."

Returning Officer Derek Brown added: "Delivering an election of this scale requires careful planning and collaboration. We are committed to ensuring that voting for all electors is accessible and that the process runs smoothly across the Highlands."
