Highland Council car parks

Off street car parks use and enforcement

Car parks operated by us are subject to Control of Use regulations, supported by a Traffic Regulation Order. These regulations may include one or more restrictions specific to each location.

If you break the restrictions, it may lead to:

  • a Penalty Charge Notice being issued
  • vehicle removal in certain cases

Ensure you are familiar with the rules in place at each car park to avoid enforcement action. These can typically be found near the entrance or paypoints and can include:

  • a restriction specifying the classes of vehicles which may use the parking area
  • a restriction specifying the maximum time a vehicle may be left in the parking area
  • a prohibition on overnight parking of caravans
  • a prohibition on the storage of goods or the deposit of materials in the parking area
  • regulations relating to the manner in which vehicles must be parked
  • a prohibition of unlicensed or un-roadworthy vehicles
  • a prohibition of vehicle repairs except such repairs as are necessary to enable the vehicle to be removed from the parking area to a proper repair facility
  • regulations relating to the manner of driving, prohibiting the running of engines of stationary vehicles
  • the power to remove vehicles, goods or materials and store at the owner's expense, and retain until such expenses have been reimbursed
  • a prohibition of mobile trading and commercial promotions except for (by special and specific consent) the motoring organisations, the military, charitable organisations, and other organisations providing public information service of a non-commercial nature
  • a prohibition of party-political activities
  • the power to levy a charge, if required
  • the power to issue a Penalty Charge Notice (PCN) for breaking the rules
  • the power to allocate the use of a parking place in and outside of the bays provided
