Appeal a planning decision

Your planning decision notice will specify which of these two options applies:

• request a review through the Local Review Body
• appeal to Scottish Ministers

You have three months from the date of the Decision Notice to submit your review or appeal. For example, if your Decision Notice is dated 20 October 2024, you must challenge it by 19 January 2025. After this date, it will be invalid and returned.

On 9 June 2025, the Scottish Government introduced fees for reviews to our Planning Review Body and appeals to the Scottish Ministers. Notices of review or planning appeals must now include full payment of the applicable fee before the deadline to submit the review or appeal.

Review by the Local Review Body

If your application was for a local-scale development determined by officers, you should request a review of the case by the Local Review Body.

This body is managed separately by our Review Body Administrative Team and operates independently of the planning service.

Appeal to Scottish Ministers

This option applies to major applications or those determined by a Planning Applications Committee. It is also appropriate for:

• listed building consent
• conservation area consent
• advertisement consent
• mineral development applications
• hazardous substances applications

You can submit an appeal online via the Scottish Government's e-planning portal or send it by post to The Planning and Environmental Appeals Division address, with a copy sent to the Highland Council:

Do not send reviews or appeals directly to the Case Officer.

Track your appeal online

The decision on your appeal is final unless you apply for a judicial review or further appeal to the Court of Session.
