Six Strategic Portfolios
The work of the Delivery Plan is organised into six thematic portfolios, each overseen by a Senior Officer and a Strategic Portfolio Board. These portfolios drive delivery through programmes and projects aligned with council objectives, performance targets, and reporting processes:-
Person-centred solutions
Improving care services across Highlands, enhancing community-based approaches, digital support and workforce capacity. -
Workforce for the future
Focusing on recruitment, retention and training initiatives to build a resilient future workforce. -
Reconfiguring our asset base
Rationalising and improving council assets to better meet community needs. -
Corporate solutions
Enhancing internal systems, collaboration and governance frameworks. -
Income generation
Developing sustainable income streams through commercial and service innovation. -
Net Zero, Energy Investment & Innovation
Implementing projects such as utility-scale solar PV and carbon reduction programmes.

Performance Plan Integration
Our key performance indicators are directly linked to projects and workstreams within each portfolio. Progress is monitored regularly through strategic committees and annual Council reports. -
Resource Alignment
We align budget, staffing and other resources to deliver the plan. Significant investments (£35.7 million in reserves) and dedicated funding ensure these priorities are delivered over the next three years.
