How to set up a Cold Call Control Zone
Cold Call Control Zones (CCCZs) help protect communities from unwanted doorstep traders and doorstep crime. If your area has experienced this, you may want to set up a zone.
Steps to set up a zone:

Check for doorstep crime in your area
- talk to neighbours and look out for vulnerable people
- report incidents to Trading Standards, or Police Scotland on 101

Engage with your community
- speak to your Community Council or local community group
- identify a small area to cover (such as a few streets or a housing estate)
- check if your group has funding to support the zone

Consult with residents
- issue a consultation document to every home in the proposed zone
- include a pre-paid return envelope and a deadline for responses
- use the results to assess public demand

Contact key partners
- speak to Trading Standards and Police Scotland for local crime statistics
- engage with your local councillors and ward managers
- appoint a CCCZ Champion to act as the main contact with Trading Standards

Launch the zone
- organise a launch event and invite residents
- prepare and distribute Residents’ Information Packs
- install street signs around the zone
- inform the media to raise awareness

Maintain the zone
- stay in contact with Trading Standards
- Trading Standards will survey residents after six months to assess impact
