West Highland and Islands Local Development Plan
The West Highland and Islands Local Development Plan (abbreviated to WestPlan) is the third of three new area local development plans that, along with the Highland-wide Local Development Plan (HwLDP) and Supplementary Guidance, will form "the development plan" that guides future development in the Highlands. WestPlan focuses on where development should and should not occur in the West Highland and Islands area over the next 20 years.The Plan area comprises Wester Ross, Skye and Lochalsh, Lochaber and a small, mountainous part of Badenoch.
The three relevant Area Committees approved the West Highland and Islands Proposed Local Development Plan as the' settled view' of the Council at meetings in early 2017. The Plan was then issued for public consultation between May and June 2017. Over 300 comments were received from over 100 respondents. Around a third of these relate to Lochaber, a third to Skye and the final third concern Wester Ross, Lochalsh and general issues.
Between March and May the three relevant Area Committees agreed the finalised council position in order to allow the Plan to be submitted to Scottish Government for Examination along with any remaining unresolved issues raised in representations. We submitted the plan to the Planning and Environmental Appeals Division (DPEA) of the Scottish Government for Examination in July 2018 and they have set a target date for completing the examination process of 6th April 2019. The latest update provided by the DPEA was on 22 November and reported that:
"All the Reporters’ site inspections have been concluded and a number of Further Information Requests submitted to the Council and individuals. The Reporters are working on their individual Issue reports and these are expected to be completed by the end of December. It is expected that the final completed report will be submitted to the Council in January"
As part of the future delivery of WestPlan we are progressing a FW2040 project which will be a key part of the Plan's Action Programme. This Project will include a Masterplan, a report and ongoing engagement with stakeholders. Further details are available here.
