Eligibility for additional funding
To qualify for extra funding to cover the cost of improvements, you must meet the criteria in at least one of the following four sections.
Section 1: You receive one of these benefits
- Income-based Jobseeker’s Allowance (JSA)
- Income-based Employment and Support Allowance (ESA)
- Income Support (IS)
- Disability Living Allowance (DLA)
- Personal Independence Payment (PIP)
- Industrial Injuries Disablement Benefit
- War Pensions Mobility Supplement
- Council Tax Reduction (not including single occupancy discount)
- Attendance Allowance
- Carer’s Allowance
- Housing Benefit
- Pension Guarantee Credit
- Working Tax Credit (WTC)
- Child Tax Credit (CTC)
- Universal Credit (UC)
- Support for Mortgage Interest
Section 2: Your household income is low
You qualify if your:
- gross annual income is less than £31,000
(includes all income and benefits) - net income after housing costs is below the following thresholds:

Section 3: Your fuel costs are high
You qualify if more than 20% of your net income is spent on fuel.

Section 4: Someone in your home qualifies for winter support
You qualify if someone in your household:
- is entitled to or has received a Cold Weather Payment in the last 12 months
- receives Child Winter Heating Assistance
- has received or is eligible for the Warm Home Discount
